Since the memorandum of understanding between Israel and Lebanon was announced, it has become clear that it has produced neither renewed war nor a political settlement. The agreement has neither collapsed nor moved forward. For many Lebanese – particularly residents of the south and those displaced by the fighting – life remains suspended between fears of renewed hostilities and the absence of any political progress.
