Authorities say two young men accused of throwing an improvised explosive device during a protest near New York City’s Gracie Mansion had been consuming ISIS propaganda and allegedly constructed a bomb using a highly dangerous explosive filled with nuts, bolts and screws, known among terror groups as the “Mother of Satan.”
The suspects, identified as 19 year old Ibraham Kayumi and 18 year old Emir Balat, were taken into custody after allegedly throwing the device during a demonstration outside the mayor’s residence on Saturday.

Law enforcement sources say both individuals had become radicalized in recent years and had traveled overseas to locations associated with extremist networks. Investigators say Balat spent several months in Istanbul last year, while Kayumi reportedly traveled to Istanbul and Saudi Arabia in 2024. Kayumi had also previously traveled to Melbourne, Australia in 2019.
According to investigators, the suspects admitted after their arrest that they regularly watched ISIS videos online and said they targeted demonstrators they believed had insulted their religion.

Officials say the device was built using sports drink bottles packed with nuts, bolts and screws and triacetone triperoxide, a volatile chemical compound commonly referred to by counterterrorism officials as the “Mother of Satan.” The substance has been used in several major terrorist attacks in Europe and is known for its extreme instability.
Authorities say the explosive is so sensitive that it can detonate with minimal disturbance.

New York Police Commissioner Jessica Tisch pushed back on earlier claims that the device was merely a smoke bomb, warning that it had the potential to cause serious injuries or fatalities if it had detonated.
The NYPD and FBI are now working together on the investigation. Search warrants were executed Sunday at locations tied to the suspects in Pennsylvania as authorities continue to examine the case.
